TORONTO - Ontarios Liberal government cannot say what the budget is for security and transportation at the 2015 Pan Am Games in Toronto, Tourism and Sport Minister Michael Chan admitted Thursday. "We dont have a finalized number on that," Chan admitted to reporters after ducking Opposition questions in the legislature. "Look at the Vancouver (Olympics), where they had one number come out on security and they had to revise it about four or five times, so I dont want to speculate." The final bill for security at the 2010 Vancouver Olympics came in at just under $1 billion, almost five times the original budget. The Ontario government was already under fire for admitting the $700 million cost of building the athletes village for the Toronto games is not included in the $1.4 billion budget, and the Opposition accused the Liberals of trying to hide the final bill. "Theyve decided theyre going to have that $1.4 billion budget to cover a certain amount of things, and then any time anything comes up thats going to inflate that budget, theyre going to put it somewhere else and not be honest with the public about what these games are really going to cost," said PC critic Rod Jackson. The Progressive Conservatives said the Liberals wasted over $1 billion cancelling gas plants to save seats in the 2011 election, and the fact they still dont know the budget for security and transportation at the Pan Am Games is appalling. "For him to not be able to answer what the security and transportation costs are going to be for the Pan Am Games is terrifying to me," said Jackson. "This is a minister who doesnt have a grip, is a disaster on this file, and he needs to step down." The New Democrats also lashed out at Chan for refusing to say what the government has budgeted for security and transportation at the international sporting event. "Its another example of a government claiming it wants to be open and transparent and not doing the basics like letting people know what the costs are at the games," said NDP Leader Andrea Horwath. "You cant claim you want to be transparent and open and then not provide figures and information when asked by the opposition." But Chan was insistent that he did not want to provide a budget figure now only to have to change it later on, and he lashed out at the Conservatives for saying the security bill alone will be hundreds of millions of dollars. "Mr. Rod Jackson mentioned a lot of numbers but to me those are rubbish numbers, fantasized numbers, because at the moment I dont have a number," he said. Jackson said he doesnt know if the Liberals have a budget figure for security and transportation that they dont want to release or if they truly dont have a budget yet. "Either way, its appalling and terrifying that this government doesnt have a grip," he said. The government had to tell officials with the TO2015 Pan Am committee to tighten the rules on expenses after some questionable claims by executives, who are eligible for a total of $7 million in bonuses for staying on the job until the event is over. McGowan has won his last two decisions and is 2-1 on the year with a 4.63 ERA. He did not get a decision his last time out, though, despite a decent effort against the Los Angeles Angels that saw him allow two runs in five innings of his teams 4-3 loss. "I got through it," McGowan said. "But I didnt have my slider, so luckily the changeup got me through. It was one of those games where you give it everything you can and see what happens." McGowan has never beaten the Indians, going 0-2 with an 11.05 ERA in four games (3 starts). Cleveland right-hander Kluber lost to the Blue Jays back on April 6. Since then, though, hes been one of the best pitchers in baseball. Kluber looks for another strong start on tonight as the Indians continue a three-game set with the Blue Jays. Since surrendering five runs in 6 2/3 innings in that loss to the Blue Jays, Kluber has gone 2-1 with a 1.91 ERA and 38 strikeouts in four starts since. He defeated the Tampa Bay Rays on Friday, as he limited them to a pair of runs and nine hits in 6 2/3 innings to run his record to 3-3, while lowering his ERA to 3.48. "Ive felt good out there recently, so I was trying to not really change anything," Kluber said. "Just go out there and continue to pound the strike zone and attack guys.dddddddddddd." Cleveland lost for the ninth time in 11 road tries on Tuesday, as Juan Francisco homered and had two RBI to help Toronto to a 5-4 win. Adam Lind also knocked in two and Melky Cabrera added the other RBI for the Blue Jays, who have won two straight. Toronto starter R.A. Dickey (4-3) scattered four hits over six-plus innings, allowing four runs -- two earned -- with six strikeouts. Casey Janssen pitched a scoreless ninth to earn his first save of the season. "The good news is I feel like Im pounding the zone and pitching to contact," said Dickey. "I had a great knuckleball, but I am not making it easy on myself or my team in the later innings." The Blue Jays have homered in 17 of their 19 home games this season. Nick Swisher drove in a pair for Cleveland, which saw starter Justin Masterson (2-2) take the loss after surrendering five runs on six hits over 5 1/3 innings. "First time through the order went really well," said Indians manager Terry Francona of Masterson. "He got a couple balls up that they stayed on pretty well. We just couldnt get one big hit."
